BLOCK CODING OF STILL PICTURES.

This paper investigates a coding method that is suitable for the transmission of still images over a channel with a relatively low data rate. The luminance of each pixel is encoded according to the luminance distribution of the block it belongs, into a binary luminance level. The gray scale quality and the accuracy of the picture can be retained even at a low bit rate by using the proposed method.
