Problems involved in solving dynamic optimization problems for the development of complex systems with many discrete variables are considered. A generalized model is proposed for the optimal development of complex systems that permits validation of criteria and algorithms for rejection of uncompetitive developmental variants. The areas of application of static and dynamic models are established together with various criteria and algorithms for rejecting uncompetitive developmental variants.
