摘要：
The problem of utilization of the criterion of minimization of dynamic adjusted outlays is considered for developing energy facilities and power systems. Analysis of the prospects for development of electric-power systems shows that it is possible to take into account changes covering many years in the norm for comparative efficiency of capital investments and the norm for conversion of outlays made at different times. It is recommended that the multicriterion optimization method be used to select a variant in an area of technical decisions that are nearly equivalent from the economic viewpoint.
