Magnetic field excited by neutral rotating (moving) body

This paper shows that when a neutral body (rotor), having a sufficiently high density of free charges, is rotating, a magnetic field is excited. It is asserted that this magnetic field is similar to the magnetic field that can be excited by current passing through the rotor. The authors try to explain this phenomena and present a large number of formulae and expressions to interpret this effect. It is underscored that only experiment under laboratory conditions can confirm the basic formula presented by the authors.
