Markets are efficient at selecting from existing technologies, but long-term and targeted investment in technological innovation is historically the key to creating new technology options. The highest priorities now should be research and demonstration of technologies capable of radically transforming the world energy system into one that drastically limits greenhouse gases emitted to the atmosphere. Without such options, markets and governments are powerless.
