Conditions for stability of steady rotation of a cylindrical rotor entirely filled with a stratified viscous incompressible fluid are found within the framework of a plane model for the case of axisymmetric viscoelastic shaft mounting and constant-speed rotation. An asymptotic solution is obtained for the motion of the fluid in a circularly precessing rotating rotor at small Ekman numbers. It is shown that the resonant-excitation conditions of certain internal waves that propagate in the rotating stratified fluid in the rotor are decisive in plotting the boundary of the stability region.
