摘要：

The achievements and difficulties encountered in the Soviet coal industry since 1970 are reviewed. Some reduction in the carrying out of preparatory work has made the efforts to attain production targets very strenuous. The economics of investment (long-term planning, project design, and capital construction) is then discussed. Problems of planning and economic stimulus, organization of production and work, and management are considered.
