The paper discusses the problem of how a state highway or transportation agency divides or allocates resources among a number of regional districts. The discussion concerns itself with how various allocation methods affect the size and location of proposed projects and how allocation affects the disposition of regional agency personnel to interact with communities and respond to their needs.
