摘要：
A discussion is given to the state program ″Wastes″ under development. Its major problems are as follows: volume reduction of waste through low-waste and waste-free practices; volume and form reduction of toxic wastes by using new designs; better utilization; making good use of raw material and power potentials of secondary material resources; ecologically safe disposal of wastes. The core of the program is promotion of up-to-data techniques and apparatuses.
