Reinventing minerals management service. At industry expense

The report of the National Performance Review (NPR) outlining the commitment of the Clinton Administration to reinvent government, to streamline federal bureaucracies and lower the cost of government is evaluated as contradictory in its recommendations regarding the Minerals Management Service (MMS) Royalty Management Program. The report states that the Government will increase its royalty collections by $28 million by using new computers and imposing fines for nonpayment. This means increased costs to the industry.
