A relationship for the energy-exchange coefficients as functions of flow characteristics and the roughness of the sea surface is derived in explicit form from analysis of observational data on the structure of turbulence in the marine atmospherical surface layer that were obtained in GATE-69, BOMEX-69, and GATE-74 and on several other expeditions. The results are used to construct an improved scheme for calculation of heat, moisture, and momentum fluxes from the results of standard meteorological observations.
