It is the purpose of this paper to review one particular condition of the transfer of marine science and technology to countries of the Third and Fourth worlds, namely transfer issues associated with multistate regional phenomena. Emphasized are: (1) the institutional mechanisms for regional action; (2) benefits and costs of such action; and (3) the role of regional transfers in general ocean management issues of the future.
