Launcher without a country

With a launch platform and a control ship being built in Norway and Scotland, and a Soviet-era rocket getting spruced up and refitted in Russia and Ukraine, the day is nearing when satellites will be heaved into geostationary orbit from points along the equator at sea. Boeing, fortified by its acquisition of Rockwell's space and defense divisions, is coordinating the project.
