General criteria for complete controllability of quantum systems subject to a single control pulse were established. In particular, it was shown that most anharmonic, nondecomposable quantum systems are completely controllable using a single control that drives all the transitions concurrently. For quantum systems with equally spaced energy levels, it was demonstrated that complete controllability depends on the values of the transition dipole moments and derived conditions that guarantee complete controllability.
