摘要
This paper provides a review of the problems which have resulted in some of the high costs and excessive time now required to complete a nuclear power plant. The quality assurance Nuclear Regulatory Commission requirements resulting in exhaustive documentation review are pin-pointed. To provide a better understanding of the problem, a brief description of how a nuclear power plant operates is included.
