KBP Instrument Design Bureau has planned to begin assembly of the first 96K6 Pantsir-S1 self-propelled (SP) short-range gun/surface-to-air missile air-defense systems for the United Arab Emirates (UAE) in November 2006. The UAE signed a USD734 million contract in 2000 for the development and delivery of 50 Pantsir-S1 systems. The development was delayed because the Moscow-based Fazotron-NIIR corporation failed to complete the development of the system's Shlem (helmet) tracking and guidance radar on time. An additional contract of USDF66 million was signed for more research and development work, increasing the total cost of the Pantsir-S1priogramme for the UAE to USD800 million. The system will be delivered on an 8 × 8 wheeled platform acquired by the UAE from MAN trucks to the UAE in 2007.
