The model of conjunctive regulation of surface water and groundwater in arid inland river basins

Given that two sources of water in arid inland Shiyang river basin-surface water and groundwater transfer into each other frequently, a comprehensive study about surface water and groundwater is carried out, aiming to make full use of water resources in the system and to ease uneven distribution of time and space of surface water resources. The surface water and groundwater conjunctive regulation model targeted at the minimum rate of relative scarcity of water is established by the generalization of study area based on fair water resources allocation. To solve the model, time-space coupling objective functions are used in the incremental dynamic program, guided by large system decomposition coordination. Data of incoming water in planning level year is used for optimizing the water resources allocation in river basin. Results show that under the regulation configuration which aims at not over drafting groundwater and coordinating regional development, the uneven distribution of water resources is eased in a degree, and it has effective control of the groundwater exploitation.
