摘要
With the increasing cross-border disaster events, a challenge to the emergency management capability was put forward. In this paper, based on the synergetics model as the theoretical basis, the order quantity evaluation of the subsystems of the composite system of transboundary disaster emergency management capability was selected, the process of the establishment and evaluation model was expounded detailed, and the conjunction point of emergency management capability assessment of cross-border disaster and synergetics research was analyzed. Then, taking the heavy snow and ice disaster in 2008 of Hunan as an example, evaluation of the ability of emergency management on transboundary hazards was carried on. Research shows that, it was feasible to study the synergetic approach to cross-border disaster emergency management capability assessment, and was also applicable, a new provided perspective was for us to study the emergency management capability assessment of transboundary disasters. © 2014 CAFET-INNOVA TECHNICAL SOCIETY.
