The 2021 flood disaster in Germany demonstrated significant weaknesses in emergency management procedures, especially the efficient cooperation between water management and disaster management. To cope effectively with flood disasters, emergency management needs expand with the help of a broader systemic approach. This should be based on a common understanding of the main goals and include an appropriate preparatory phase, as well as sufficient post-event evaluation.
