摘要
The lack of unified planning of E-government system in China leads to incapable interconnection among data and systems. In order to solve the problem, the technical characteristics like loose coupling, openness and long-term stability of service oriented architecture (SOA) were used to construct the safety flowing and emergency system of provincial highway and waterway, then Heilongjiang Province was taken as an example to construct the system through the oriented service workflow technology adapting to the distribution, heterogeneous, dynamic network environment of Heilongjiang government complicated application demand, and the transfer of the system from function management to business process management was realized in this paper. © 2015, Editorial Department of Transaction of Beijing Institute of Technology.
