The Aeronautical Repair Station Association (ARSA) convinced House legislators to include a provision for maintenance manuals in a sweeping aviation bill. The provision would have directed original equipment manufacturers (OEM) to make those instructions available at a fair and reasonable price. The provision force manufacturers to provide additional intellectual property.
