Global governance needs to be prepared to address the challenges of the developing countries seeking nuclear energy to ensure the safe, secure, and peaceful use of nuclear power. A country's ability to run a nuclear power program safely and securely depends on its capacity to successfully and sustainably plan, build and manage a large and complex facility and its associated activities. The International Atomic Energy Agency (IAEA) is well positioned to provide expanded advisory services to help new entrants plan their programs as to ensure that they have in place the best possible regulatory and security measures, are fully compliant with nuclear safeguards. IAEA documents such as Considerations to Launch a Nuclear Power Program, Milestones in the Development of a National Infrastructure for Nuclear Power, and Evaluation of the Status of National Nuclear Infrastructure are thorough and informative in setting out the requirements for a successful program.
