In assessing impact of design of the Californian power market on the present crisis, the issue is whether design flaws have made a serious situation unmanageable. The Brazilian reform, while conceptually different in some aspects to that in California, also faced a strong rise of energy demand that could not be matched immediately by its hydro reserves or new supply. When addressing the possibility of a more decentralized market in Brazil, one of the difficulties in the spot market scheme for hydrothermal systems was the pricing distortion when there were hydro plants in cascade.
