This paper explores the plights of performance evaluation of civil servants in China and brings forward the basic measures of making performance evaluation of civil servants to be veritable in China. It finds, there are many problems in value or contents or subjectivity or index or reconsideration procedure or incentive function and so on in the practice of performance evaluation of civil servants. These make it difficult to achieve scientific, rational and standardized assessment, and get a conclusion being consistent with the facts. Thus, the performance evaluation of civil servants has fallen to a false assessment. And the construction of the scientific, rational and standardized performance valuation system should at least fully reflect some basic requirements as follows: First, remodeling the value of assessment and reconstructing the legal environment. Second, improving the content of assessment and rebuilding the subject of assessment. Third, reset the evaluation index, use fairly assessment results. © 2012 Springer-Verlag GmbH Berlin Heidelberg.
