摘要
The service-oriented government is aimed to serve citizens and undertake the responsibility of service. To build up service-oriented government is currently the world's general trend of government reform. The service-oriented government's construction is inseparable from scientific and effective civil service management system. The effective management of civil servants will be a decisive factor of the construction of service-oriented government. This paper begins with the description of the concept of China's service-oriented government proposed, meaning and characteristics, and on this basis, we have made an in-depth analysis of the existing problems of China's civil service system from the perspective of service-oriented government and tried to solve the problems in terms of the following areas: The first is to formulate mechanisms of scientific classification; the second is to develop objective and impartial recruitment mechanisms; the third is to develop a reasonable evaluation mechanism; the fourth is the development of open training mechanisms; the fifth is to develop an effective incentive mechanism.
