Land reclamation plays an important role in protecting cultivating field resources, where topographic information is required for project evaluation, optimization and management. The 3D topographic data is important for estimating earthwork. To lower the cost, improve the efficiency and to increase the data accuracy in getting 3D topographic information, a system that combines RTD GPS and laser measurement unit was designed. Using RTD GPS data of longitude and latitude can be obtained easily and rapidly with the error magnitude of meter. The laser measurement unit can measure the altitude with the error less than 4 cm in 100 m range. An ARM7 CPU was integrated into the system to make it reliable and portable. The system also supports USB interface storage equipment. Experiment results indicate that the system can be effectively used in measuring 3D topographic data.
