Aiming at the system frequency regulation performance deterioration caused by the uncertain transmission delay, system parameters, load disturbance and the intermittent power of new energy, a sampling proportion integration(PI), load frequency control (SPI-LFC) scheme considering the variation of control signals' sampling period is proposed in this paper. First, the SPI-LFC model of power system is constructed by using the sampled-data-based static output feedback method. Then, a low conservative stability criterion and SPI controller design method is obtained by using the new two-side looped Lyapunov functional and free-matrix- based inequality. Simulation results show that the proposed LFC scheme has better robustness toward the uncertainty of power system parameters and communication network, load disturbance and intermittent power of the new energy. ©2023 Chin.Soc.for Elec.Eng.
