摘要
The need to try to obtain the science and the innovation with the opportune accompaniment of telling processes adequately dialogic and key in the communities' auto-development proves to be communicative. The above does not turn out well with obstacles that frequently there are plenty of in the relation I govern citizenship during the process of step of the public communication. To achieve make visible such situation allows identifying problems that go from the insufficient step the communication with an integral, systemic and communicative focus to the scarcity of public policies and strategies to local scale designed to guide the telling production in terms of trying to obtain the science, the innovation and the development with active participation of actors, the public administration and society efficaciously. With the aim of characterizing the scientific production of institutions' system and identifying the particularities of the process of communication of science and a group of techniques like the interview, questionnaire, rain of ideas applies over themselves the invention. The brave results base the need of a model that strengthen the perceptions and practices of the communication of science and the innovation like an institutionalized and necessary activity for the reproduction of the own community in harmony with the requests and political news communications in use in Cuba.
