Institutional Innovation in Local Government and the Rise of Henan

Government has played a crucial role in constructing an innovative nation. Local government has the same importance in establishing and improving regional innovation system and promoting regional development. Taking "the rise of Henan" for instance, this paper discusses the meaning of institutional innovation in local government and its great significance in "the rise of Henan", summarises the practice and characteristics of institutional innovation in local government in Henan in recent years, and make suggestions on how to further strengthen institutional innovation in local government. This paper emphasises that institutional innovation in local government in Henan has been made remarkable progress, while also revealed a number of problems, such as, lagging behind other provinces, the lack of sustainability and systematization, and the limited influence at the same time. Within the legal and institutional framework set by central government, only further emancipating our mind, working around the development plan of Henan and its strategy adjustment, and strengthening the role of higher authorities in the process conducting and promoting innovation activities at local level, we can overcome above problems, and promote the sound development of institutional innovation in local government, which will lay a firm foundation for promoting government efficiency, and provide the basic institutional guarantee and dynamics for "the rise of Henan".
