摘要
Based on the of the concepts of Smart and Sustainable Cities and Governance in the context of Sustainable Development, thise study aims at analyzing the scientific production on the contribution of governance aspects to the development of Smart and Sustainable Cities. This is a Systematic Literature Review (SLR) conducted on the Scopus and Scielo databases, resulting in a sample of 13 selected articles subjected to a bibliometric and content analysis. "Smart Cities and Governance" were the two most commonly used concepts among the authors, focusing on the city and its regional aspect. Governance relationships are established through governmental, individual and local competencies with the use of Information and Communication Technologies (ICTs) and collaborative governance. The use of E-communication in relation systems security, public policies and public data is noteworth . It is concluded that the authors advocate for participatory governance, in which citizens plays a central role and technology is used in a way that promotes quality of life with a focus on sustainable development.
