The trajectory of telecommunications and broadband in Brazil: an analysis based on ANATEL

The study approaches a chronological -normative review of the main policies on telecommunications and broadband in Brazil. In the first part, it investigates the privatization model and the establishment of ANATEL, through the phenomenon of the "revolving door." In the second part, initiatives to expand broadband are analyzed, with an emphasis on auctions conducted by ANATEL. In the third part, recent changes in telecommunications legislation are discussed, deepening privatization while maintaining only landline under public regulation. Thus, through the analysis of different aspects, the paper identify ANATEL's relationship with the public and private sectors and their impacts.
