The participation of new actors in the evolution of climate change treaties: local leaders

摘要
When the Nations loosened their commitment to the climate crises, should local leaders take the spotlight? This article discusses the history of international treaties on climate, and its internationalization in the Brazilian legal system, as well as the global agreements sign by the local leaders. The theorical-documentary methodology was used in the study, with hypothetical-deductive reasoning with bibliographic and legal review. The current crisis, created in the global scene by the Trump government and the locally by the Bolsonaro ' s government, has demonstrated the relevance of local leaders in the battle against greenhouse gas emissions, and in the mitigation of climate change effects. It concludes that the involvement of local actors is essential to change the catastrophic prognoses, complementing the Nations efforts, cooperation between federative entities is the key factor.
