The significance of transnational activity can be understood best through a concept of 'international civil society' resulting from links among societal actors in the various national civil societies around the world. This concept posits a global public space shared by states and transnationally-linked societal actors which need and seek to influence each other. Different relations among transnational social groups and states are discussed, paying attention to the variety of strategies employed by states to channel the efforts of transnationally-linked societal actors.
