摘要
In the sixties a new era in terms of work relations based on collective bargaining began in Spain. This led to setting up a working-class culture of negotiation, implemented from the regime-established regulatory and institutional framework. This brought about changes in the strategy of working-class action in the field of work relations. It also led to growing opposition against the political regime from the inside. Sagunto steelworkers pioneered and led a new strategy of legal struggle that introduced negotiation as the main procedure to channel work relations. They eventually acquired the necessary strength, organization skills and experience that would enable future action once under democratic and freedom of association conditions.
