摘要：
The study examines human development indicators that characterize current status, dynamics and general trends of the sustainable development of each particular constituent territory of the region. The results demonstrate unsatisfactory conditions of the social environment throughout the region, which to a large extent can be explained by its economic underdevelopment. According to the author, human development indicators should be used as the assessment criteria for effectiveness of regional public administration.
