WHICH TARGETING FOR GROWTH AND SOCIAL POLICIES IN POVERTY REDUCTION STRATEGY FRAMEWORK ?

The recent promotion by the International Organizations of the objective of "inclusive development" for developing countries creates the conditions for the convergence in development policies of two agendas hitherto developed independently : poverty reduction on the one hand, and growth on the other. What then, within the theoretical hypotheses of the New Institutional Economy, can the mechanisms be used to establish growth benefiting the poorest? How can social policy targeting be a lever for achieving this goal ?
