摘要
FIFA World cups and Olympic Games are rituals that trigger a stage of art denoting strength and ability in the participants. Thus, these events are very important to be celebrated by human groups within a specific lapse of time. Nonetheless, often, some groups may employ the vulnerability of tourists to impose their demands to state. FIFA World Cup Basil 2014 as major sport event has been a clear example of that, and represents a big problem for policy makers, and officials who devoted their time in the planning process. Rather, our thesis is that tourists are hosted to mediate in a negotiation between dissidents and states. This simply happens because tourism is terrorism by other means.
