摘要：

This paper analyses the process and implications of the Law 9/2008, approved by the basque parliament in june of 2007, about summons and regulation of a popular consultation in order to obtain the public opinion in the Autonomous Community of the Baeque Country about the decision of openning a negotiation process to reach the peace and the political normalization.
