摘要：
The Pruth-Dniestrovian Region (Bessarabia) entered into Russia in 1812 on the basis of a treaty with Turkey. Rumania itself, was recognized as independent only after the Berlin Congress (June 1878) which did not question Russia's Right over Bessarabia. Russia has never considered "Bessarabia" to be a "Rumanian Land". The evidence to this are the results of the Conferences of Warsaw (1921) and Vienna (1924). Officially Rumania did not contest the sovereignty of Russia/USSR over the Moldavian Republic in the Soviet-Rumanian diplomatic relations in 1934. "The Note of the Soviet Government" of 28-06-1940 - was a requirement of the Rumanian Government to fulfill the officially accepted circumstances according to the Russo-Rumanian Agreement about the cleansing of Bessarabis by Rumania in 1918.
