摘要
This article aims to generate awareness of both organizations and the Paraguayan state regarding consideration of vocational training of human capital as a strategic objective for organizational development and the country. The author begins by relying on the idea Tomasko (1996), who relates that organizations only grow when people grow older. It then describes some advantages of having trained people, so that training is an investment with an expense. The author also proposes some indicators to determine the level research organizations and the Paraguayan state the facts considered in training training as a strategic goal for its development and also proposes some important media that the organization and the state could available to facilitate training-training of human capital in Paraguay
