Performing work cost effectively is essential to long-term survival in a competitive marketplace. That includes today's marketplace for ship repair, both public and private sector. One mechanism for determining whether work is being done cost effectively is measurement against a cost model that comprises both labor and schedule standards. This paper describes a standard cost model for use in analyzing the effectiveness of ship maintenance planning and execution. The model establishes a baseline that provides a common point of reference for both maintenance customer and provider. The use of a standard cost model for evaluation of shipwork effectiveness is particularly important during this period of increasing maintenance costs, decreasing Navy ship force structure, and changes to the Navy maintenance support infrastructure.
