FOREIGN CULTURAL AND EDUCATIONAL POLICY IN GERMANY AS AN INTEGRAL PART OF PUBLIC DIPLOMACY

摘要
The author of the article considers some aspects of foreign cultural policy in Germany as an integral part of public diplomacy in foreign policy implementation. The impact of globalization and the information revolution are the major processes in transformation of international relations and modern diplomacy. The existing diplomatic tools, applied to implement and solve complex global processes, are not sufficient. Changes in diplomacy under globalization are of great importance for consideration, it should be said about paradigm change when traditional diplomatic characteristics are modified in favor of public diplomacy of closer cooperation. One of the distinguishing characteristics of the German public diplomacy is foreign cultural and educational policy of the country through which the state focuses on long-term investments. In this context investments imply well-thought and long-term relationships with partners on the basis of cultural relations and educational exchanges. This long-term strategic policy is considered to be thorough and serious, a platform for building economic and political relations. In turn, it is an integral part of public diplomacy of the country with a special characteristic and German expression. Consequently, it has a continued historical period of political instrumentalization of culture through policy. This is true not only for domestic cultural policy but for foreign cultural policy which is often fully used to put forward ideological and propaganda targets of the country. In addition, it should be noted that by applying cultural intermediary organizations which are largely free in their programs the Foreign Office reaches its target, so that the foreign cultural and educational policy without using the arts, culture and education for political purposes reflects pluralistic image of Germany, its culture and society as a whole. Only by preserving its independence and undeniable value foreign cultural and educational policy can spread its values in favor of the value-oriented German foreign policy.
