摘要：
The article is devoted to the learning of the process of making up of essential properties of a subject of legal regulation by the system method. The author describes the mechanism of making up of character of public relations comprising a subject of legal regulation of each branch of law, thus observing public relations in the capacity of structure forming communications of system "interacting of subjects".
