摘要
The final factors of oil, gas and condensate recovery say a lot. On the one hand, they show that oil or gas reservoir is characterized by unfavorable initial parameters. On the other hand, they show the attitude of the government and subsoil users to the problem of assiduous use of oil and gas. If the first point on oil, gas and condensate recovery factor is objective, then the second point is subjective human factor. Normally, scientists are trying to deal with unfavorable natural conditions. They create new, innovative technologies. But they respond indirectly for innovations implementation. Unfortunately, overgrown bureaucracy does not promote but prevent increase of oil, gas, and condensate recovery. The article traces the defects in functioning of power structures. They appear in lack of demand for innovations in oil and gas use, absence of control over assiduous attitude to the subsoil, reduction of the effective operation of the State Reserves Committee and the Central Development Committee, low expert level of project documents, and most importantly unacceptable relation to the fundamental, university and industrial science and education. The consequences of factors considered in the subsoil use are reviewed on certain examples.
