PLACE AND ROLE OF PRIORITY ISSUES OF SOCIAL DEVELOPMENT IN INSTITUTIONAL MODERNIZATION OF RUSSIAN ECONOMY

The article is devoted to long-term modernization of the institutional architecture of agent interaction government, business and social structures in the process of solving the most important problems of social development. This is a new approach, new institutional rules and norms of their solutions, which should be based on the value-oriented interaction in the post-industrial society. The author also proves an important role in the perpetuation of new institutions, the special status of "priority problems of social development." This means that public authorities should radically change its attitude towards the participation of business and civil society in the initiation, selection and implementation of the priority issues of social development.
