摘要：
Election administrators in the United States, Australia and elsewhere are mandated to rotate names on ballot papers so as to ensure that no candidate gains a positional advantage. Where there is more than one office to fill or more than one group of candidates rotation can be a nightmare requiring hundreds of ballot formats. A system of ballot rotation devised and used in Tasmania can solve the problem.
