THE EUROREGION AS AN INSTITUTIONAL TECHNOLOGY FOR PLANNING AND MANAGING THE CROSS-BORDER COOPERATION

The article is based on a new definition of Euroregion, considered in three sub-organizations. Each of them meets an objective. Therefore we have the Euroregion of the cross-border co-operation, the Euroregion of functional networks, the Euroregion of the macro-infrastructures. For every Euroregion the article discusses the definition, where and when it is applicable, the area, the demographic density, the internal and external networks, the institutions, the objectives and the role of the elites, the functions, the implementation times, the domain of the environment, and finally the combination of these issues in a kind of algorithm.
