摘要：

The approval of the Law on Public Sector Contracts of 2017 entails a noteworthy series of changes, developments and adjustments in the regulation, management and procedures of public procurement. In this article the focus is on the analysis of the developments that specifically affect public universities, such as how the procedure for the transmission of the results of their research is contracted by public entities, the subjective consideration of public universities in this law, the changes in the configuration of the contract awarding committees and the partnership procedure for innovation, newly created with this regulation. It examines the main problems that these developments may pose and proposes solutions for their correct application.
