摘要：

The irrigation policy designed for the semi-arid region in the Northeast area (Petrolina / Juazeiro site) is tightly aligned with the purpose of the Capital, viz. its always increasing growth that imposes distance from human necessities. Like this, the partnership amongst: State-Financial Institution and Private Initiatives just strengthens the role of the State in the implementation of policies aimed to turn Brazil into a low value-added primary products exportation platform, thus empowering private sector and intensifying the conflict over land and water in this country. In such a context, this paper aims to discuss the partnership held by the State in all stages of the implementation of Irrigated Perimeters and the implications of this model in the family and/ or peasant agriculture.
