ENCLAVE TOURISM DEVELOPMENT - FOR WHOM THE BENEFITS ROLL

Enclave tourism has consistently been shown to integrate poorly with existing regional industries where introduced. This article, using a case study approach, examines some of the factors inhibiting the growth of secondary formal and informal tourism businesses when an enclave tourist resort was introduced into the town of Luperon, Dominican Republic, a community with no prior experience with the tourism industry. The study found that the inherent flaw of enclave tourism as a form of rural development in this area was that the management of the enclave resort sought to minimize economic exchanges between tourists and local businesses in order to increase resort profit margins.
